Items of Expenditure Over £25,000

The Scottish Government now publishes monthly reports showing all items of expenditure over £25,000.

Payments made in respect of Support for Scottish Agriculture

The December, January, February, March and April Support for Scottish Agriculture payments are currently being reviewed by the Directorate for Rural Payments Inspections and will be published as soon as the review is complete.

On 9 November 2010, the European Court of Justice issued a ruling on two cases involving the publication of subsidies paid to individuals. The ruling makes invalid the European legislation that places an obligation on Member States to publish the data on beneficiaries of agricultural funds. As a result, and with immediate effect, all member states have been asked to suspend the publication of data on individual beneficiaries affected by the ruling. The European Commission in its initial response has said it will start work on proposals for new regulations that will take into account the objections raised by the Court.

The publication of all payments made by the core Scottish Government over £25,000 has, during the period April 2010 to September 2010, been on a voluntary basis and has incorporated payments made to farmers under European cap regulations. In view of the above judgement payment lines relating to Farmers subsidy payments to individuals, from October 2010, have been removed pending further consideration of the court ruling.

How should you word your request?
In the subject line of your email you should clearly state the subject as Publication of Items of Expenditure Over £25,000 as well as the monthly report to which your request relates. You should also add the SG Directorate detailed in the final column of the published report. For example, a clear and concise subject line would read:

'Publication of Items of Expenditure Over £25,000 April 2010 - Children, Young People and Social Care'

By including the Directorate, staff in our Central Enquiry Unit will be able to direct your request to the right person and this will ensure that it is dealt with in a prompt and timely manner.
